Dashcam footage from 2013 shows Officer Keith Webster kicking Lateef Dickerson in the face while he is attempting to lie down in the street as ordered.
A 2014 grand jury did not indict however a second grand jury did indict Officer Webster.
Video was released by Dover police following a federal judge's ruling.
